The Law on the Right of Children to Free and Compulsory Education (RTE) of 2009 in its Program establishes the Student Teacher Ratio (PTR) for primary and upper primary schools.  At the primary level, the PTR must be 30:1 and at the higher primary level it must be 35:1.  The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) framework stipulates that the PTR at the secondary level should be 30:1.


According to the Unified District Information System for Education (UDISE), the PTR at the national level for primary schools is 24:1 and for secondary schools it is 27:1.  The PTR in most States and UTs is satisfactory.  However, given that some schools have fewer teachers than the required number, it is clear that while there are enough teachers, the main problem is their correct distribution.

Globally, there are variations in the optimal number of students taught in a particular class, and as such the data is not uniformly comparable.  Data from the UNESCO Institute for Statistics on PTR in primary schools shows that India has a national PTR comparable to countries with similar socio-economic indicators.

The hiring, conditions of service and redeployment of teachers are primarily the responsibility of the respective state governments and UT administrations.  However, the central government, through the flagship programs of Sarva Shiksha Abhiyan (SSA) at the primary level and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) at the secondary level, provides assistance to state and UT governments so that additional teachers maintain the appropriate PTR according to prescribed standards.  for various levels of schooling.
