The Public Finance Management System (PFMS) is a web-based online software application developed and implemented by the Comptroller General of Accounts (CGA), Department of Expenditure, Ministry of Finance, Government of India.
The PFMS started during 2009 with the objective of tracking the funds released under all the schemes of the Government of India Plan and reporting the expenditures in real time at all the levels of implementation of the Program. Subsequently, the scope was expanded to cover direct payment to beneficiaries in all schemes.
Gradually, digitization of accounts is envisioned to be achieved through PFMS and, starting with Payments and Accounts Offices payments, Olo CGA added more value by bringing more financial activities of the Government of India into the field of PFMS.

Guidelines for registering schools (agency) in PFMS (Public Finance Management System) ATL applicants can follow the following guiding principles when registering their school in PFMS:
Important: Before starting agency registration in PFMS, make sure the school has opened a new bank account exclusively for the ATL scholarship in the school's name. No other funds of any kind are allowed to be mixed with grant money.
